2010 Rules and Regulations Effective December 1, 2009

MEMBERSHIP: No show may be a member of the LIHSAA unless it is a Regular Member Show of the United States Equestrian Federation (USEF).
DUES: $10.00 for each LIHSAA section offered, except Adult Amateur Hunters and Children’s/Adult Jumpers $20.00. In no case shall the dues for any show exceed $140.00; however, all shows must indicate on their membership application each section offered. Applications for membership must include the USEF Rating (i.e., AA, A, B or C). Applications and dues must be sent to the Treasurer of the LIHSAA: Linda Panetta 245 Mt Pleasant Rd Hauppauge, NY 11788
Applications must be accompanied by the Prize List, completed application form, and fees, received no later than 15 days before the first day of the show. Any applications and dues not received before the required date will be accepted up until the date of the show at twice the normal fee for that show.
No refunds will be made for any reason. Shows that are canceled may apply dues to their next show. Shows which do not submit dues in a timely manner will be subject to fines and additional sanctions. Notification of any suspended horse shows will be posted on the Website.
PRIZE LIST: Complete class specifications for each LIHSAA section or class offered must be printed in the Prize List. If LIHSAA division and class specifications are missing from the Prize List or are incorrect a fine of $50 per incident will be charged. Failure to send a prize list to LIHSAA at least 15 days prior to the show date will result in a fine of $25.00 per incident.
In addition, the following entire statement must be included in LIHSAA member prize lists: “Member Long Island High Score Awards Association. All points won at this show will count toward the annual Long Island High Score Awards. In order to be eligible for an award in any LIHSAA section, the horse, pony or rider must have shown in that section in at least six member shows.” Any show failing to print the above statement in both their prize list and program shall be subject to a $15.00 fine. Any show, which advertises itself to be a member of the LIHSAA and has not paid its dues before the first day of the show, shall be subject to disciplinary action by the LIHSAA Hearing committee. LIHSAA recognized classes or divisions may not be combined with any non-LIHSAA division or class.
ELIGIBILITY: In order to be eligible for an award in a given LIHSAA section, the horse, pony or rider must be entered and shown in that section in at least six LIHSAA member shows. No year end awards will be given unless a division has run at least six times at LIHSAA member shows.
Results must be post marked within ten (10) days after the final date of the show. Results must include the Hunter Increment Report, the names of all horses and owners including post and other added entries and scratches, and any changes or additions to the prize list. Note: If sections are combined, height of animal or age of rider must be included with the results. A list of all entries in classes that count towards LIHSAA must be submitted.

A fine of $25.00 per incident will be imposed upon any show whose results are not received by the points recorder within the allotted time, or who fail to submit complete results as noted above. This fine shall be payable along with dues for the following year before any negligent show will be permitted to rejoin the LIHSAA.
POINTS: This season’s point year will run from December 1, 2009 to November 30, 2010 to match USEF’s competition year. No credit will be given in any classes if less than three entries have shown and placed. ( For Childrens/Adult Jumpers see GR1113-GR1119, GR1132 and JP133.13 ) Championships in Hunter Divisions must be awarded in accordance with USEF rules in order to count.
HUNTERS: Points will be awarded in accordance with USEF GR (General Rule)1130
JUMPERS: Points will be awarded in accordance with USEF GR (General Rule)1132
EQUITATION: 1st through 6th place will receive points as 7-5-4-3-2-1 in the Mini and Adult PHA, Mini and Adult Hoskins Medal and Mini and Adult Cassidy Maclay classes. No points for championship or reserve ribbons in equitation sections.
DISPUTES:
If there are any disputes concerning LIHSAA rules, any available LIHSAA board member must be consulted in a conference with the horse show Steward.
The rules of the LIHSAA, where not specifically set forth herein, and where a USEF Rule applies, shall be assumed to incorporate the USEF rule which shall govern to the same extent as if fully set forth herein. In all cases, however ,the decision of the Committee shall be final and binding upon all members and participants.
INELIGIBLE EXHIBITOR:
If a show accepts an entry and knowingly allows it to compete in a division that they ( horse, owner, rider) are ineligible to participate in and that division had sufficient entries (division filled) the show is subject to a fine equal to the amount of fees to enter that division. A first offense by a show will result in a warning, the second violation will result in the fine. In addition, the ineligible exhibitor receives no points for that division and any other divisions at the same show. All other exhibitors will have their placings adjusted if they placed below the ineligible exhibitor. There is no warning for the ineligible competitor. They are subject to loss of points for the first and any subsequent violations.
YEAR END DIVISION SPLIT FOR PURPOSE OF AWARDS:
6 must be eligible for a year end prize in at least one section of a division in order to split a section. [NEW 12/1/2009]
Current standings of the LIHSAA points will be posted at various member shows throughout the season and at our web site – www.lihighscore.com.

SPECIFICATIONS AND NOTES
COURSES: Horses must be shown over a minimum of eight obstacles the required height in all sections. Exception: jump-off courses, High Jump, Six Bar and LIHSAA Short Stirrup.
RIDER ELIGIBILITY on PONIES: In accordance with USEF proposed rule clarification, adults may show ponies in classes that are not restricted to junior riders, however that pony may not be shown in any junior exhibitor class at the same show.
HUNTER WARM UP CLASSES: If a hunter warm-up class is to be judged,please note USEF General Rule 1510: Entering a class Hors De Concours (without being judged) is prohibited except in jumper classes, which is at management’s discretion.
SHORT STIRRUP: A rider who enters and shows in the Short Stirrup Division (Equitation or Hunter) shall not be eligible to enter any other section or division at that show. Riders must be age 12 or under as of December 1 of the current show year. In order to split the section 8 are needed, at least 3 in each section. Section to be split by age. 10 and under and 11-12. [CHANGE 12/1/2009] Riders who accumulate 350 points in Short Stirrup Equitation are pointed out of the division and no longer eligible to show in this division at the end of the show year. Permissible test for the Short Stirrup Equitation is USEF Hunter Seat Equitation Test #1. (Halt and/or back). Courses for all short stirrup classes must consist of at least six (6) cross rails not to exceed 18”. In the Short Stirrup Hunter Section, courses must contain 1 change of direction.
Points for Short Stirrup Equitation will be accrued to bronze, silver and gold medal status as follows: Bronze Medal 85 points Silver Medal 200 points Gold Medal 350 points
LIHSAA BABY GREEN HUNTERS – Fences 2’6”. Open to horses of any age in their first or second year of showing in USEF Regular Member Shows. Horses cannot cross enter into any classes at the same show where fences exceed 3’. [CHANGE 12/1/2009]
LIHSAA PRE-CHILDRENS HUNTERS: Two sections must be offered: Ponies and Horses. If there are less than 3 entries in either the Pony section or the Horse section, both sections must be combined. Ponies to jump 2’ and horses to jump 2’6”. A rider who enters and shows in the Pre-Children’s Hunter Division must be eligible as a limit equitation rider for the current horse show year as of December 1. Riders may not cross enter into the Childrens Hunter division..
LIHSAA PRE-ADULT HUNTERS: Fences 2’3” - 2’6”. Open to horses and ponies to be ridden by an adult amateur rider who has not won more than 6 blues in either the 3 foot Hunter or Equitation divisions as of December 1. Riders may not cross enter into any other division at that shows where fences are higher than 2’6”.
LIHSAA PRE-MINI EQUITATION: Exhibitors must be Junior Riders who have not won three (3) blue ribbons in any 3’ or higher equitation class. Riders who accumulate 250 points are pointed out of the division and no longer eligible to show in this division at the end of the show year. 1st through 6th place will receive points as 7-5-4-3-2-1. To be shown over a lower and/ or modified version of the courses used in the National Medal Classes (3'6" and 3' classes). Riders may not compete in the Mini and National medal classes at the same show that they compete in the Pre-Mini Division.
Points will be accrued to bronze, silver and gold medal status as follows: Bronze Medal 65 points Silver Medal 125 points Gold Medal 250 points
Combine PreMini and Adult Equitation - Allowed if one section has less than 3 entries. [NEW 12/1/2009]
LIHSAA JUMPERS: Open to horses and ponies. Fences 3’ to 3’3”.
LIHSAA SPECIAL HUNTERS: Open to horses. Fences 3'. No restrictions as to horse or rider, no restrictions as to cross entering.
LIHSAA LOW HUNTERS: Open to horses and ponies. Fences 2’6”. Adults may show ponies in this section, but that pony may not be shown by in any class restricted to junior riders at the same show.
LIHSAA OPEN HUNTERS: Open to all horses. Shown over a course of fences no higher than 3'5".
LIHSAA ADULT EQUITATION DIVISION: Riders in the following adult equitation classes may not compete in classes where fences exceed 3’6” at the same show.
Combine PreMini and Adult Equitation - Allowed if one section has less than 3 entries. [NEW 12/1/2009]
HUGH J.B. CASSIDY III ADULT MACLAY: Open to adult amateur riders. All contestants are required to perform over at least eight fences at 2’6” with or without wings. A minimum of 12 riders if available is required to show at a walk, trot and canter. To be judged on seat, hands, guidance and control of the horse. The Under Saddle shall count 50%. Test 1-19. Only one rider per horse.
ROBERT HOSKINS ADULT MEDAL: Open to adult amateur riders. To be shown over a course of not less than eight obstacles at 2’6” which must include one combination including an oxer, and two changes of direction. Two or more tests of the top four contestants are required. Tests 1-19. Only one rider per horse.
ADULT PHA: To be run in accordance with current PHA equitation rules. Rider must be a Member of the LIPHA as of the date he/she competes in an Adult PHA Medal Class in order for points to count. Fences at 2'6".
LIHSAA JUNIOR EQUITATION DIVISION
HUGH J.B. CASSIDY III JUNIOR MACLAY: Open to Junior riders who have not reached their 18th birthday and who have not won three (3) blue ribbons in a any 3’6” or higher equitation class prior to the closing date for entries for this show. All contestants are required to perform over at least eight obstacles not exceeding 3’ with or without wings. A minimum of 12 riders if available is required to show at a walk, trot and canter. To be judged on seat, hands, guidance and control of the horse. The Under Saddle performance of those riders selected to show under saddle shall count 50%. Tests 1-19. Only one rider per horse.
